Overview

The Manager of Construction Management position is a dual role position, supporting both Transmission and Distribution, within Rhode Island Energy. Additionally, this role covers transmission line, distribution line, and substation construction. As the Manager of Construction Management, the position monitors and addresses construction contractor work quality and performance issues as well as acting as the main contact with their leadership. Collectively, the role supervises a team of full time Construction Supervisors and Planners consisting of RIE employees and Contracted Staff. This position assists senior leadership in Electric Operations with establishing and executing business strategy and objectives. This position may be located in either Rhode Island or Kentucky. #RIE #LG&EKU

Responsibilities

  • Manage Construction Management team:

  • Build and enforce processes to standardize best practices to ensure contractor adherence to RIE standards and expectations. Coordinate with Project Management and RIE crew field leadership to share learning across organizational boundaries.

  • Establish relationships with contractor leadership. Be the single point of contact for RIE Electric Operations with these companies to ensure unambiguous communications between RIE and our contractor partners.

  • Establish procedures to promote contractor ownership and accountability of work quality and practices. Provide direct feedback to contractors regarding their performance and contract compliance.

  • Ensure RIE provides construction contractors sufficient security access to perform their required work and ensure contractors perform necessary training and adhere to RIE security requirements.

  • Supervise team that monitors all contracted Distribution construction work across all 6 RIE regions.

  • Develop and continuously assess the overall Distribution contractor strategy to ensure RIE’s needs are met as our business priorities shift.

  • Assess Construction Supervisor workload; match individual skills and capacities to appropriate projects. Develop supervisor capacity to manage increasing complex construction projects. Ensure coverage of all areas of expertise necessary to manage the project. Create and maintain staffing plan to support the current and future work demands and project deliverables. Allocate appropriate resources to ensure that projects and other work is completed within the committed time, scope, and budget.

  • Maintain communication with upper management both within and across organizations up to and including company president to ensure smooth running of all assigned projects and contracted construction work. Advise leadership of project and work status. Establish and nurture positive relationships with RIE stakeholders.

  • Responsible for all construction management activities for assigned portfolio throughout the project life cycle (planning, detailed design, construction, close out and turnover to operations) on assigned project portfolio. Serve as a construction management advisor for Electric Operations.

  • Contribute to the development and maintenance of Project Controls team policies, standards, and procedures necessary. Assume a leadership role in educating the business and technical community on Project and Program management processes and areas of expertise.

  • Manage business partners’ relationship with contractors. Ensure communications are clear, enforce strict impartiality and fairness to contracting processes, resolve work and invoicing conflicts between multiple organizations and contractors.

  • Perform duties as required for RIE Storm Support. Coordinate resources with storm teams on large events.

  • Will be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

  • The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.

Qualifications

Basic Qualifications

  • Bachelor's degree in Business, Engineering or comparable degree areas with a minimum of 5 years leadership experience in leading project management.

  • Strong skill set encompassing budgeting, cost control, scheduling, reporting, and writing skills experience.

  • Clear understanding of construction and safety methodologies

  • Outstanding communicator able to seamlessly transition from corporate officer to field worker level without sacrificing the intent of the communication.

  • Construction management certification by a recognized.

  • Familiarity with electric utility constructions practices and methodologies and equipment.

Preferred Qualifications

  • Basic Qualifications plus the items listed below.

  • B.S. in Business, Engineering, Science, or other relevant degree’s

  • Project management experience or master’s degree with a minimum of 5 years project management experience or a minimum of 10 years construction management experience.

  • Construction Management Certification (such as CCM)

  • Thorough understanding of electric utilities equipment, processes, and construction practices.

  • Demonstrated initiative and leadership Skills.

  • Skilled in critical path assessment, risk management, and other PMBOK tools.

  • Understanding of engineering driven economics and ability to integrate into strategic direction of department and business line.

  • Demonstrated understanding of project control practices.

  • Competent in advanced usage of Microsoft Office Suite, knowledgeable and comfortable with manipulating large data sets and ability to query that data to provide meaningful insights.

  • Exceptional organizational leadership and courage – demonstrated ability maintain accountability while allowing employees freedom to operate and engage their teams.
