Mgr-Transmission Planning

Primary Responsibilities:

  1. Manage a department of individual contributors and supervisors to plan and develop the PPL Transmission system consistent with PJM, RFC and NERC planning and operating criteria to assure its safe, reliable and economic operation.

  2. Initiate and lead the effort to develop PPL policies and positions on transmission planning and load analysis issues.

  3. Represent PPL on the PJM and RFC Planning Committee, which develops recommendations and policies on transmission planning and load analysis issues for approval by PJM stakeholders.

  4. Direct the PPL EU implementation of the PJM RTEP, including the generation interconnection protocol.

  5. Provide department oversight in analyzing the exposure to and the consequences of complex electrical system failure modes involving dynamic system oscillations, voltage instability and/or cascading outages of system components within PPL and the PJM region.

  6. Represent PPL EU on the PJM Transmission Expansion Advisory Committee. Provide PPL EU single point of contact with PJM’s manager of transmission planning and the project manager assigned to PPL territory. Provide transmission planning staff direction for all IPP connection study requests, and satisfy PJM’s needs for a prompt response and study by PPL EU.

  7. Provide department oversight in the Transmission Planning section. Specialized training is required in power system stability analysis, power flow analysis and in system protection to ensure the reliable and economic operation of the PPL and PJM transmission system.

  8. Assure a high level of system emergency technical direction and support for the PPL EU Transmission Control Center and regional control room operations.

  9. Provide technical support for PPL’s operations staff on the PJM Operating Committee, System Operating Subcommittee and Relay Subcommittee. Provide input to all of these committees as needed to accomplish PPL EU operational strategies.

  10. Provide effective formal presentations to PPL senior management, other PPL EU departments, and outside organizations (e.g. PJM) on transmission, generation interconnection, load analysis and system protection issues relating to transmission planning.

  11. Provide supervision and technical guidance to the development of electrical system constants and ensure quality control to meet PJM, RFC and NERC compliance requirements.

  12. Mentor and coach engineering professional staff by providing opportunities to develop individual engineering and/or people skills needed to succeed at PPL EU.

  13. Develop annual goals and objectives- consistent with corporate goals and expectations for the PPL Transmission System- to assure both near and long term, safe, reliable, and economic operations. Direct the development of the give-year bulk power transmission capital construction budget and recommend the budget for approval by PPL EU Senior Management.

Position Summary:

This position is responsible to oversee all areas of Transmission Planning, including system reliability and transmission capacity planning. This position also ensures system analytics such as short circuit, load flow and stability analysis is performed as required to ensure safe reliable cost effective operation of the transmission system. Accountable for the performance and results of companywide system reliability initiatives and analyses; compliance with PUC and PJM regulatory requirements, and the development of 5-year transmission budget and program plan which exceeds $3B. Position if responsible for the overall development of a plan which ensures the appropriate capacity planning, and ongoing safe and reliable operation of the PPL Transmission and Substation system.

Candidate Qualifications:

Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration. Basic Qualifications:

  1. Bachelor's Degree in Electrical Engineering.

  2. Minimum of five years of transmission related experience.

  3. Minimum of three years supervisory or management experience in related engineering disciplines.

  4. Professional Engineering License in state of Pennsylvania (Requires a PE license unless there is a licensed engineer in charge of the engineering work in the chain of command.)

  1. M.S. Electrical Engineering. Advanced Power System analysis formal courses or related experience in power system analysis, protection or transmission planning. Ten years experience in technical power system analysis, functional plan development, system protection, implementation, or operation. Leadership or other Soft Skill training.
