Primary Responsibilities:

  • Manages the development of an optimized multi-year work plan for both Distribution and Substation system capital improvements and maintenance programs.

  • Manages a Team that develops, tracks, and optimizes the annual work plan, work scope adherence, detailed budget variance analysis, monthly forecasting, unit rate analysis, and strategic resource planning.

  • Directs the development of the resource needs and allocations for the planned work for the transmission, substation, and distribution system capital improvements and maintenance tasks.

  • Leads and facilitates various cross-functional Work Management process improvement opportunities focused on developing processes and technology that enable higher levels of worker productivity and efficiency.

  • Manages all Work Management reporting and metrics to ensure adherence to current work management processes and develops strategies to improve metric performance.

  • Manages the project controls function supporting large capital projects and ensures operational metrics are in place to efficiently execute projects within required cost and time commitments.

  • Manages the coordination between departments to ensure successful and efficient work plan execution. This position interfaces with Asset Management, Engineering, Logistics, Work Management, and Regional field personnel and management.

  • Maintains and monitors SOX controls to ensure that work completed is accurately accounted for an audited.

  • Manages the development of long range strategic resource planning.

  • Provides technical guidance in generating executable work plans for employees and/or customers to ensure engineering/construction considerations are understood and properly incorporated.

Position Summary:

This position is accountable for the high level scheduling and prioritization of multi-year regional work plans, the control and coordination of work flow between departments, and the resource allocation decisions needed to execute the work plans within the approved time and budget constraints. This position leads a team responsible for providing accurate and timely information and analyses to the Distribution Operations Management team to facilitate operational efficiencies, work management best practices and improved over-all work performance. Reports and analysis include detailed variance analysis within the capital and O&M budgets, SOX controls related to work completed under the Distribution System Improvement Charge (DSIC), year-to-date cash flow and plant in-service forecasts and Work Management metrics.

Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration. Basic Qualifications:

  1. Bachelor Degree.

  2. Related experience in work management and resource planning.

  3. Strong analytical skills in measurement frameworks, tools, approaches and techniques.

Preferred Qualifications:

  1. Master’s Degree in Engineering or Management.

  2. Minimum of five (5) years' experience in T&D industry planning, design, maintenance or construction.

  3. Excellent verbal and written communication skills.

  4. Ability to develop and use metrics to improve cost performance.

  5. Strong leadership skills and ability to work across the organization to get results.

  6. Industry knowledge and background of utility T&D design, construction, procurement and commissioning, including experience working with contractors.
